Tremonton City, Utah, has issued a Request for Proposal (RFP) seeking qualified, licensed, and experienced Emergency Medical Services (EMS) providers. The objective is to secure a contract for comprehensive emergency medical response and ground ambulance transport services for all residents and visitors within the city's jurisdiction.

This RFP mandates the selected provider to serve as the primary 911 EMS provider for medical and trauma emergencies in the designated service area, as well as the primary interfacility transport service for Bear River Valley Hospital. The scope of work includes delivering high-quality, reliable, and fiscally responsible services, aligning with the city's commitment to clinical excellence and equitable access to care. Key responsibilities will involve providing detailed data and reports on performance metrics such as response times, call volumes, patient outcomes, and clinical quality indicators. Furthermore, the provider must implement a robust Quality Assurance and Quality Improvement (QA/QI) program, featuring regular case reviews and collaboration with the city’s medical director, and ensure timely and accurate documentation for all emergency responses and transports.

Prospective proposers are required to include, at minimum, a statement of their qualifications, a description of equipment and capability to complete the services, proposed compensation and rates, the address of any physical location utilized for services, estimated response times to various city areas, and a list of current EMS contracts within Box Elder, Weber, Cache, or Davis Counties, Utah. The awarded contract will necessitate 24-hour, seven-day-a-week availability of at least two ambulances with staff, assistance with all emergencies within Tremonton City limits, and monthly reports on call volume and revenue.

The RFP was issued on August 6, 2026. Sealed proposals must be submitted to the Tremonton City Recorders Office by August 14, 2026, at 4:00 pm MST; submissions received after this deadline will not be considered. Tremonton City will open all proposals on August 17, 2026, and present them to the City Council at its regularly scheduled meeting on August 18, 2026.
