Willard City Council Adopts Purchasing Rules, Delays Financial Controls Policy
Box Elder News Journal · Willard, Utah
The Willard City Council adopted new municipal purchasing requirements during its Oct. 22 meeting, updating procurement protocols while voting to delay action on a separate financial controls policy.
The delayed measure prompted discussion among councilmembers regarding a proposed rule mandating daily bank deposits, which officials noted could create an undue administrative burden on municipal personnel. Willard City Manager Jeremy Kimpton explained that both policies were initiated following findings in the city's previous annual audit aimed at formalizing purchasing thresholds, clarifying spending authorizations, and reinforcing financial accountability across city departments.
